Nevada 211 was established pursuant to Nevada Revised Statute 232.359 as a system to provide non-emergency information and referrals concerning health, welfare, human and social services to Nevada residents through a free, statewide telephone number.
After the NRS was adopted, the late Governor Kenny Guinn established the Governor's Partnership on 211 through an Executive Order in 2006. Former Governor Jim Gibbons renewed the order in 2009, as did Governor Brian Sandoval in 2011.
Sandoval’s Executive Order expired on December 31, 2013. Following that expiration, 211 operated under a Memorandum of Understanding (MOU) between the key operational
partners, with the DHHS serving as the lead agency responsible for coordinating
and overseeing 2-1’s activities.
In December 2014 a Request for
Proposals (RFP) was issued with the intent to address an increased State
financial contribution and establish a more structured governance system to
implement 211 services. In 2015, the state awarded a
contract to Financial Guidance Center to operate the Nevada 211 System
with oversight being maintained by DHHS.
